What would be the rationale for not firing a GM who's failed on those counts?

Previous GM drafting.
Defense prospects are excellent, under Holland, best in a generation, forwards need upgrading.
Hyman, LD, McD, JP, RNH, Foogle, all keepers.
Future is through ELC's.
Holland won't sell the farm, which I appreciate.

Except that Chiarelli is responsible for drafting Bouchard, Samorukov, Niemelainen. Broberg was the only defenceman picked in Holland's first two drafts with the Oilers. Munzenberger had a big role for Germany at the WJHC so maybe he's a future possibility, but right now the only guy at any position knocking on the door from the Holland drafts is Broberg (although who knows - maybe we'll get to see Konovalov in the next couple weeks).
It's probably still worth noting that Broberg was selected instead of Trevor Zegras who has 38 points in 54 games as a rookie with the Ducks.
Of everything you mentioned, only Hyman (high-priced UFA) and Foegele (overpayment in trade) were Holland acquisitions.
Holland's acquired or re-signed everyone in the bottom half of the team. Really, everyone outside of McDavid, Draisaitl and Koskinen now. I don't think you can blame Chiarelli any more for this mess. If there's not enough talent here - that's very clearly on the shoulders of Holland.
"Thinking that a bad team's best players are the reason the team is bad is the "Tambellini re-signing Lennart Petrell" of sports opinions." @Woodguy55
