Whether he likes it or not, the government has created rules that he as to fall under to do his job in Canada. Since he is an American, I assume he would have to have some kind of work visa or paper work to work in Canada. To travel anywhere out of your home country, you have to have a passport or identification. I would assume since he is making money in Canada as an American, he would have to have some form of paperwork into the government for some kind of tax purposes. All of that is a requirement set out by the Canadian government to work in Canada. He can't just decide "Nah, screw it, I don't want to renew my passport anymore because I don't like the government having my personal information". I get that this is health issue so it isn't 100% the same as what I just said but it's still a rule that people have to follow. He's choosing not to follow it so he should be deemed unfit to work.

I thought he was American too, maybe just because of his conspiracy theory views, but that was probably naive of me since so many people here hold them too. He went to college in the States though, and his wife might be from there.
He was born in Regina, though. So he's Canadian.
Honestly, the AHL might be the best for all parties if he doesn't want to get it. He will be playing a lot more hockey with fewer border crossings and getting paid his same deal. And the Oilers can sign Sceviour for the amount of cap relief they get from Archibald in the AHL, and Sceviour can (assuming) play in all the games, cross the border, and likely bring much of what Archibald brought. Or maybe they just have him sit. Though sitting on the AHL roster would give them some cap flexibility.
