Yep. I have rev’d blow outs where the whistle is in the pocket. Icings are miraculously tipped to negate a stoppage, but I’ve done it both ways. If you’re going to let the losing team get away with stuff, then it needs to go both ways.
The only reason the whistle gets put away is to get the game over early and to start twisting caps.
