Very possible Talbot didn't really know what happened until he could watch it after the game. That was pure chaos.
Forever shameful for the league to have ignored it though. They had all the time in the world to make the right call and chose not to. Couldn't be more clear Talbot was trying to pull his leg in to close exactly where the puck ended up going, but couldn't because Kelser left his arm stuck in the pad pulling it.
