I can't imagine the players enjoy the lack of accountability, but maybe they do since the short suspensions mean they stand to lose less money? I also don't understand how the owners are happy with their players getting horrible injuries with little repercussions to the offender.
Someone must be happy with this, because if not, why is the DOPS still run the way it is?

Good question. Why is he (are they) still there?
Everyone can see the failure in decision equivalencies.. and the comical explanations provided.
.. you could say the same thing about the refereeing.. Why is it allowed to be so bad?
Maybe the "inconsistency" it provides is the "feature".. its left as an available tool for a few franchises to gain an advantage over others? .. like having a relative as the chief of police.. he's there if you need him.. .. and if you're not related you're on the short end.
Just a hypothesis :)
