Sounds like the LTIR thing is a bit more complicated than originally mentioned.

Funky. So can still do LTIR scam but you can only exceed the cap by the previous years average salary (2.8M this year) rather than the full player cap hit, unless the player will be out for the entire playoffs. If they will be out for the year you can use their full cap hit for LTIR.
