I agree with your assessment. Even if the hand went up, there wasn’t enough time to surrender possession, win a face-off, and get a shot. The Canucks don’t even have to touch the puck if the Oilers surrendered possession voluntarily. The ref can blow the whistle if they want but it would kill some crucial seconds.
The NHL should look at this situation for a future rule change. Penalty shot for any penalty taken in the last minute, or decline and take a PP?

They could also add time to the clock from the time of the infraction to the time the opposing team eventually touches the puck.. this would only apply during the last 1 or 2 minutes of game ..
The NFL has clock run-offs near the end of the game already.. so the concept of adding or subtracting time on the game clock is not something unprecedented in pro sport..
