Vegas might have a good laugh here, and this is probably exactly what they were hoping for:

Elliotte Friedman is hinting that the Edmonton Oilers may no longer be waiting for Bruce Cassidy.
“I thought that they were going to wait for Cassidy, I’m starting to get some signal that maybe they won’t.”
There is no way the Vegas owner wants to pay Cassidy 4.5M to do nothing, but that doesn't matter until next years work starts.
If the Oilers can't be patient and start to get FOMO about some other names around, or start to panic that there will be nothing left by seasons end, we could commit to someone else and not get a more ideal coach for the weaknesses our team need fixed. Vegas can have a laugh that they made us settle for someone else by blocking Cassidy for a few weeks, and let Cassidy do his thing wherever else he ends up.

Pretty obvious that the main reason Vegas is not letting Cassidy speak to anyone is they don't want the Oilers to get him.. and the league is sitting on their hands for the same reason.. if the Oilers weren't the front runners for Cassidy.. and the team that fired him wasn't Vegas.. the NHL would have already come down on this and let Cassidy start working again.. its actually a negative for the league yet they allow it.. they are always so worried about polishing their image and not risking the NHL contracts tbeing contested in civil court so as not to set a new legal precident that could challenge the existing leagues contract formats.. similar to the loss in power the NCAA experienced when they lost in civil court and they couldn't stop payment for athletes anymore.. there's probably precidents in civil law where a person's right to be employed surpasses any contract non-compete clause.. it just hasn't been tested thoroughly enough yet.
