Here is a little exercise.. xGF% ranking of Defensemen compared to who's on the ice with them (player #2) ..
First up is Walman
There is the list of Oilers xGF% "with" Walman (ranked lowest to highest) ..
Then the accompanying stats of xGF% of Walman "without player #2" .. and then xGF% of player #2 "without" Walman ..
Kind of rudimentary but it gives you a rough idea if its Walman causing the poor xGF% or the guy he's playing with..
If the xGF% is roughly the same with or without Walman.. I put a grey dot beside the name.. if its worse without Walman I put a red dot.. if its better without Walman I put a green dot.
A lot of green dots indicates it might be player #1 (Walman)
The red line indicates where you need to go down the list of players until player #1 (Walman) xGF% is close to 50% .. might indicate who the players are he's playing with that can drag his xGF% up to 50%.
Note: none of the stats factor in quality of comp, defensive starts, minutes with each player #2.. etc which could skew the stats.

Nurse
This (fewer green dots than Walman) almost hints that Walman is worse than Nurse right now.. but don't get me wrong.. still not NHL contender defenseman quality.

Our defense is so screwed.. half our top 3 pairs need replacing.. and no prospects coming.. nobody in Bako is even close to NHL level.
Can't trade for D-men.. no picks or prospects.. only hope is over pay for UFA's

I'd be less concerned about a defensive defenceman's top speed. Ideally he's not joining the rush a lot, or rushing to get back from those rushes.
With solid defensive deployment and positioning, you'd expect him to be slower overall (at least if he is slower it's not a great disadvantage)

Walman is creating a very rare case of a dman that is as bad or worse performing without Nurse. And if you watched him most of this year, especially after his injury, you can clearly see why. Guy is struggling badly.
But, let's not let that distract from how almost every other D Nurse has played with has had their worst analytics with him :) Congrats to Bowman giving 7x7M to a guy that can actually manage to outdo Nurse at being bad this year, but Nurse remains very bad. He arguably is playing some of the worst hockey of his entire career this season. Used to laugh at how Nurse would have an amazing game and score a goal or some points every time the fans were all out bashing him. He doesn't even really do that anymore. His "amazing" games now to try to show up the crowd is just maybe not getting scored against for 1 night.
